On January 30, 2019, the Court remanded Commerce’s scope ruling to exclude the plaintiff’s product, pole line hardware, from the scope of the antidumping duty order for certain helical spring lock washers (HSLWs) from China. The plaintiff, Maclean Power L.L.C., moved for judgment on the agency record, seeking a reversal of Commerce’s determination that its pole line hardware falls within the scope of the antidumping order. The Court found that Commerce had incorrectly determined that the HSLWs in MacLean’s pole line hardware fell within the scope of the Order because the HSLWs were neither imported alone nor as part of a set or kit, but rather as unique assembled products. Commerce provided no support for its failure to treat the pole line hardware as unique manufactured products. Commerce did not decide whether the pole line hardware, as assembled, falls under the class or kind of merchandise contemplated in the language of the Order. It did not analyze the components of the pole line hardware to determine whether they were parts of sets or separate dutiable items.

In conjunction with OTP’s November 2, 2017 general rate case filing, OTP submitted an updated proposal to adjust the NDRRA rate to reflect updated costs and collections, as well as reflect a rate of return and capital structure level consistent with those proposed in the general rate case. The NDPSC approved the update to the NDRRA rate in conjunction with approving the rate case interim rates and the NDRRA rate increased from 7.005% to 7.756% with an effective date of January 1, 2018. A reset of the NDRRA rate to reflect the effect of the federal corporate tax rate reduction under the TCJA was approved on February 27, 2018, reducing the NDRRA rate to 7.493%, effective March 1, 2018.

Furthermore IOCs, which have now access to the pre-salt fields, are starting exploration. Vallourec is uniquely positioned to take advantage of this market opportunity.

This lecture/lab course provides students with a technical understanding of arc welding, welding safety, power sources, electrode classification and selection. Welding will be done in all positions on mild steel carbon material, single and multiple pass, using mild steel, low hydrogen and iron power electrodes, with DC current. Depending on ability of the student, groove welds may also be performed as time permits. The course also provides an understanding of oxyacetylene cutting as well as safety practices in cutting.
